CIA mind-control program: not gone, not forgotten

Follow me on a few twists and turns down the rabbit hole.
Start with this untitled June 27, 1994, document, stored at the National Security Archive at The George Washington University.
It was written by a CIA advisory committee, and forwarded to the Presidential Committee on Human Radiation Experiments, which was preparing public hearings in 1994.
Here is a key quote:
“In the 1950s and 60s, the CIA engaged in an extensive program of human experimentation [MKULTRA], using drugs, psychological, and other means, in search of techniques to control human behavior for counterintelligence and covert action purposes… Most of the MKULTRA records were deliberately destroyed in 1973 by the order of then DCI Richard Helms…Helms testified that he agreed to destroy the records because ‘there had been relationships with outsiders in government agencies and other organizations and that these would be sensitive in this kind of a thing but that since the [mind-control] program was over and finished and done with, we thought we would just get rid of files as well, so that anybody who assisted us in the past would not be subject to follow-up questions, embarrassment, if you will.’”
Helms was not only admitting he destroyed the records, he was stating that the MKULTRA program deployed, through contracts, “outsiders” to carry out mind control experiments. He was determined to protect the outsiders, to keep their identity and work secret. He was also dedicated to preventing these people from exposing the nature of their mind-control work.
Subsequently, some of these “outsiders” have been revealed. But no one really knows how deep, far, and wide the CIA penetrated into academic and research communities to enable MKULTRA.
Helms also stated that MKULTRA was ended. There is no reason to believe this. Therefore, his justification for destroying huge numbers of documents was absurd.
For example: Back in the early 1990s, I interviewed John Marks, author of Search for the Manchurian Candidate. This was the book that exposed the existence of the infamous CIA MKULTRA program.
John Marks related the following facts to me. He had filed many Freedom of Information (FOIA) requests to the CIA for documents relating to their mind-control program. He got nothing back.
Finally, as if to play a joke on him, someone at the CIA sent him 10 boxes of financial and accounting records. The attitude was, “Here, see what you can do with this.”
I’ve seen some of those records. They’re very boring reading.
But Marks went through them, and lo and behold, he found he could piece together MKULTRA projects, based on the funding data.
Eventually, he assembled enough information to begin naming names. He conducted interviews. The shape of MKULTRA swam into view. And so he wrote his book, Search for the Manchurian Candidate.
Marks continued to press the CIA for more MKULTRA information. He explained to me what then happened. A CIA official told him the following: in 1962, after ten years of mind-control experiments, the whole program—which supposedly was shut down—had actually been shifted over to another internal CIA department, the Office of Research and Development (ORD).
The ORD had a hundred boxes of information on their MKULTRA work, and there was no way under the sun, Marks was told, that he was ever going to get his hands on any of that. It was over. It didn’t matter how many FOIA requests Marks filed. He was done. The door was shut. Goodbye.
The CIA went darker than it ever had before. No leaks of any kind would be permitted.
In case there is any doubt about it, the idea of relying on the CIA to admit what it has done in the mind-control area, what it is doing, and what it will do should be put to bed by John Mark’s statements. The CIA always has been, and will continue to be, a rogue agency beyond the reach of the law.
So…can we go back in time and find evidence that the CIA embraced goals that would take their mind-control research right up through the present day?
Yes.
Goal: develop drugs to transform individuals…and even, by implication, society.
Drug research going far beyond the usual brief descriptions of MKULTRA.
The intention is there, in the record.
A CIA document was included in the transcript of the 1977 US Senate Hearings on MKULTRA, the CIA’s mind-control program.
The document is found in Appendix C, starting on page 166. It’s simply labeled “Draft,” dated 5 May 1955.
It begins: “A portion of the Research and Development Program of [CIA’s] TSS/Chemical Division is devoted to the discovery of the following materials and methods:”
What followed was a list of hoped-for drugs and their uses.
The range of CIA intentions was stunning.
Some of my comments gleaned from studying that drug list—
* The CIA wanted to find substances which would “promote illogical thinking and impulsiveness.” Serious consideration should be given to the idea that psychiatric medications, food additives, herbicides, and industrial chemicals (like fluorides) would eventually satisfy that requirement.
* The CIA wanted to find chemicals that “would produce the signs and symptoms of recognized diseases in a reversible way.” This suggests many possibilities—among them the use of drugs to fabricate diseases and thereby give the false impression of germ-caused epidemics.
* The CIA wanted to find drugs that would “produce amnesia.” Ideal for discrediting whistleblowers, dissidents, certain political candidates, and other investigators. (Scopolamine, for example.)
* The CIA wanted to discover drugs which would produce “paralysis of the legs, acute anemia, etc.” A way to make people decline in health as if from diseases.
* The CIA wanted to develop drugs that would “alter personality structure” and thus induce a person’s dependence on another person. How about dependence in general? For instance, dependence on institutions, governments?
* The CIA wanted to discover chemicals that would “lower the ambition and general working efficiency of men.” Sounds like a general description of the devolution of society.
As you read the list yourself, you’ll see more implications/possibilities.
Here, from 1955, are the types of drugs the MKULTRA men at the CIA were looking for. These are direct quotes from the document:
* Substances which will promote illogical thinking and impulsiveness to the point where the recipient would be discredited in public.
* Substances which increase the efficiency of mentation and perception.
* Materials which will prevent or counteract the intoxicating effect of alcohol.
* Materials which will promote the intoxicating effect of alcohol.
* Materials which will produce the signs and symptoms of recognized diseases in a reversible way so that they may be used for malingering, etc.
* Materials which will render the induction of hypnosis easier or otherwise enhance its usefulness.
* Substances which will enhance the ability of individuals to withstand privation, torture and coercion during interrogation and so-called “brain-washing”.
* Materials and physical methods which will produce amnesia for events preceding and during their use.
* Physical methods of producing shock and confusion over extended periods of time and capable of surreptitious use.
* Substances which produce physical disablement such as paralysis of the legs, acute anemia, etc.
* Substances which will produce “pure” euphoria with no subsequent let-down.
* Substances which alter personality structure in such a way that the tendency of the recipient to become dependent upon another person is enhanced.
* A material which will cause mental confusion of such a type that the individual under its influence will find it difficult to maintain a fabrication under questioning.
* Substances which will lower the ambition and general working efficiency of men when administered in undetectable amounts.
* Substances which promote weakness or distortion of the eyesight or hearing faculties, preferably without permanent effects.
* A knockout pill which can surreptitiously be administered in drinks, food, cigarettes, as an aerosol, etc., which will be safe to use, provide a maximum of amnesia, and be suitable for use by agent types on an ad hoc basis.
* A material which can be surreptitiously administered by the above routes and which in very small amounts will make it impossible for a man to perform any physical activity whatsoever.
That’s the list.
At the end of this 1955 CIA document, the author [unnamed] makes this remark: “In practice, it has been possible to use outside cleared contractors for the preliminary phases of this [research] work…” That’s further evidence that the CIA mind control program, going forward, would rely on and use a large number of non-CIA researchers—evidence of which, as noted above, was destroyed by CIA director Richard Helms in 1973.
If you examine the full range of psychiatric drugs developed since 1955, you’ll see that a number of them fit the CIA’s agenda.
* Speed-type chemicals, which addle the brain over the long term, to treat so-called ADHD.
* Anti-psychotic drugs, to render patients more and more dependent on others (and government) as they sink into profound disability and incur motor brain damage. Dr. Peter Breggin, author of Toxic Psychiatry, places the number of Americans whose brains have been damaged by these anti-psychotic drugs at 300,000, at minimum.
* The SSRI antidepressants, like Prozac and Paxil and Zoloft, which produce extreme and debilitating highs and lows—and also push people over the edge into committing violence.
* Tranquilizers, which debilitate the thinking process for millions of users.
These drugs drag the whole society down into lower and lower levels of consciousness and action.
If that’s the goal of a very powerful and clandestine government agency…it’s succeeding.
And now, using the pretext of lone-shooter mass violence (Aurora, Sandy Hook, etc.), the US government, out in the open, is funding massive research to “map the brain,” in order to…what?
Control the brain. “Return it to a state of normalcy.”
Meaning: create a society in which obedience to authority is the prime human value.
Every day, the neuro-psychiatric establishment is making the CIA’s 1955 dream come true.
MKULTRA mind control dead and buried? Not a chance.

When you dive deep enough down the rabbit hole to learn about the many ways the chemical industry has introduced (and continues to introduce) the mind boggling array of toxins present in food, water, air, medical care, skin creams, toothpastes, laundry detergents, clothing, mattresses, etc, etc, you look deeper and see that there is clearly and absolutely no need for many of these chemicals to do the job that is claimed that they would be necessary for, or blatent and/or hidden lies cover-up that fact. So you go on to look at the effects of these chemicals on mammalian cells and on the human body and you see that they “would produce the signs and symptoms of recognized diseases in a reversible way.” The evidence to back up that motive is truly staggering. You either face it and detox your body (that’s what it takes for true reversal), eat clean food, drink clean water, breath clean air, and scrutinize the products of industry society that you may use, or you live a physically and mentally compromised life.

WeatherWar101 on youtube has the best evidence and explanation for what is occurring on the “weather” war. To give credibility to his work, I see that he is dismissed as a kook and ignored by the alternate (so-called) geo-engineering crowd. I have science background as well as being a lawyer who made it a point to learn how to evaluate evidence.
While I don’t have enough information to say “for sure” that weatherwar101 is correct, I do see enough credible evidence to warrant evaluation by as many people as possible … including those supposedly working on the chemtrails/HAARP “problem”. Revisiting this outstanding article, and absorbing so much more of what is factually and truthfully stated, this under-educated brain has told me these things in so many ways. It has been a long suspicion of mine, with all of the least suspecting means possible, to the average and especially victimized poor class world citizens- we are being poisoned into a state of mass oblivion of social, political, mental, physical, and health capacities. All protections of the common citizen has been compromised, or removed in total.
It would take a book to share what I’d like in this comment section, but I will simply state, thanks for clearing away the cobwebs in all that I have and will experience in future years which started from my birth in 1938. Also, my adopted son who is now 26 had emotional and stress introduced in his life being born within the cycle of family poverty. He has entered into the ‘violent’ outbreak stage that I’ve witnessed in other close families known to me. A best friend’s son, shot his father in the head, as he was making a call to the police for help in bringing his son under control. The son had been off his meds. Need I say more, and short of writing a book- I’ve seen the same kinds of events in wealthy families living in the Baltimore Mansion Community in Asheville, NC.
I read a lot on this subject. I live near McGill University where Dr Ewen Cameron carried out his cruel psychiatric experiments on his patients. You have to wonder why he served as The President of the Canadian, American and World Psychiatric Associations,The American Psychopathological Association and the Society of Biological Psychiatry.
Others like Ron Hubbard, William Walters Sargant and Jose Delgado weren’t better… Just a bunch sick monsters torturing under the guise of mental treatment.
The most insane is when they describes various personalities that they believed were dangerous to all members of society.
For example Cameron stated: “Get it understood how dangerous these damaged, sick personalities are to ourselves – and above all, to our children, whose traits are taking form and we shall find ways to put an end to them. Cameron used his ideas to implement policies on who should govern and/or parent in society. The described types would have to be eliminated from society if there was to be peace and progress. The sick were, for Cameron, the viral infection to its stability and health. The described types were the enemies of society and life. You take fallacious ad hominem reasoning to a new level.
The University of McGill officially still describes Ewen Cameron as one of its very eminent former staff, so it would hardly be surprising if in some form the institution carries on his “work”.
Nothing like having John D. Marks, the Director of the Bureau of Intelligence and Research, control the entire conversation on, err, I mean “expose,” MKULTRA.
Many of the most common MKULTRA myths, in fact, seem to have started with John Marks’ book, including: 1) That most of the MKULTRA research was geared toward a Manchurian-type candidate. 2) That the CIA had not intentionally created the psychedelic revolution. 3) That Frank Olson committed suicide (verify). 4) That James Moore had infiltrated Wasson’s group to Mexico for the CIA. 5) The official myth regarding Albert Hoffman’s so-called “discovery” of LSD and bicycle day. 6) That Hoffman had beaten out the CIA in producing psilocybin. 7) That Tim Leary became interested in mushrooms from Wasson’s Life magazine article. Marks is a DIRECTOR of an intelligence agency. Like the fox watching the hen house… give us a break, Jon. We have an obvious conflict of interest and an issue with disclosure. How can the intelligence community investigating itself possibly be unbiased?
Just the notion itself that Marks had all of the MKULTRA documents, including JP Morgan on the Subproject 58 documents – and even more so, that Marks wrote about Subproject 58 -but doesn’t mention JP Morgan’s involvement, is very revealing. Marks just omits that little itsy detail about JP Morgan Bank (Gordon Wasson’s employer) being on Subproject 58 documents, and the American Philosophical Society where Wasson lectured in 1956. Furthermore, it’s very clear that it’s Wasson’s own letterhead requesting the infamous $2000 from the Geschickter Fund in the Subproject 58 documents, which proves that Marks knew that JP Morgan was guilty, and likewise he would have known that Wasson had directly requested the $2000, which Marks then covers up with the James Moore scapegoat story.
Quoting Marks:
“It was R. Gordon Wasson, vice-president of J. P. Morgan & Company, amateur mycologist, and co-author with his wife Valentina of Mushrooms, Russia and History. Nearly 30 years earlier, Wasson and his Russian born wife had become fascinated by the different ways that societies deal with the mushroom, and they followed their lifelong obsession with these fungi, in all their glory, all over the globe.
A botanist in Mexico City sent the report that reached both CIA
headquarters and then James Moore.
During the intervening winter, James Moore wrote Wasson—”out of the blue,” as Wasson recalls—and expressed a desire to look into the chemical properties of Mexican fungi. Moore eventually suggested that he would like to accompany Wasson’s party, and, to sweeten the proposition, he mentioned that he knew a foundation that might be willing to help underwrite the expedition. Sure enough, the CIA’s conduit, the Geschickter Fund, made a $2,000 grant. Inside the MKULTRA program, the quest for the divine mushroom became Subproject 58. – John Marks”
The letter Wasson wrote requesting the money to the Geschickter fund was written in 1956. The $2000 requested in 1956 is worth over $17,300 in 2014 dollars, and was comparatively valued at $6884 by 1979 when John Marks wrote his book. The point being that $2000 sounded far less in 1979 than it was in 1956 and sounds far less today. It is likely that that much money in 1956 funded the entire trip – though Marks and Wasson’s collaborative efforts claim that it only covered part of the trip.
It seems clear that Marks and those involved in “assisting” with his book’s writing had a meeting and coordinated their cover-up. They were all agents. The only reason to throw Dr. James Moore under the bus was to cover for the other agents and the larger operation – which we now know is fact. Basically, Moore gets a nice check and some time on ABC TV, and is forever remembered as the CIA’s bad guy. If the truth had been exposed by Marks that Wasson was dirty, and that the whole of the Mexico team were agents, their psychedelic revolution and counterculture agenda would have been exposed and over by 1979.
The fact that Wasson himself requested the money from the Geschickter Fund proves that the James Moore story was fabricated – and this myth starts with John Marks’ book. And, as was shown above, like Gordon Wasson and Albert Hoffman, James Moore is also listed as one of those who “assisted” Marks with his book.
These guys were agents and assisted Marks, Mr. Director of the Bureau of Intelligence and research, in writing a book that would control the public’s opinion about MKULTRA for decades to come. But we’re not buying it anymore.

“There has been a whole galaxy of people who have provided specialized help, and I would like to thank them all: Jeff Kohan, Eddie Becker, Sam Zuckerman, Matthew Messelson, Julian Robinson, Milton Kline, Marty Lee, M. J. Conklin, Alan Scheflin, Bonnie Goldstein, Paul Avery, Bill Mills, John Lilly, Humphrey Osmond, Julie Haggerty, Patrick Oster, Norman Kempster, Bill Richards, Paul Magnusson, Andy Sommer, Mark Cheshire, Sidney Cohen, Paul Altmeyer, Fred and Elsa Kleiner, Dr. John Cavanagh, and Senator James Abourezk and his staff.

Their programs never ended, they continued outside the labs. Haight Ashbury and places like it, were set up all over America and Canada. Their experiments with LSD and other entheogens in 60’s and 70’s in these places, were as a way of contolling the minds of the young. These were simply ‘what if’ scenarios and thought experiments. Of course that one I personally think backfired and actually opened minds to the reality in which they lived in but it did serve the CIA’s purpose, I am sure.
The propaganda that was feed a general public on the dangers of entheogens, was designed to separate the family dynamic. To drive permanently a wedge between fathers and sons, mothers and daughters. Most fathers knew World War ll or the the Korean war. And that paradigm moulded them as men. The Vietnam experiment proved true as the example for the young of ‘how daddies got all fucked up’. And entheogens opened the consciousness of the young to other ways of nationhood, instead of the tired old Roman model of Empire building.
We as a society, western civilization, have been in one or another thought experiment ever since those days.
North American societies have been looked at as a case of ‘they have had to much freedom, and look how bad there societies have gotten now’. Which is not the case here, we are puppets on a string, the self appointed masters are behind the curtain playing both sides against the middle….until we cut the strings ourselves. Stand on our own, not to rely on anyone or anything but what we can create on our own. Despise and defy them till end of it all. And walk on the path of true freedom. There is no other way…
I always found it surprising how new mental disorders (chemical imbalances) always had a new companion drug…hand and glove.
It has always been highly suspicious to me….and my suspicion has always served as doubt that my intuition is giving me the logical.

Further, we have classified lobotomy and brain implant research upon unwitting children who suffer epilepsy at the Toronto Hospital for Sick Children. Such research that correlates with Manchurian candidate developmental research according to The Mind Stealers by Samuel Chavkin, and The Mind Manipulators by Alan Scheflin. Dr. Harold Joseph Hoffman is noted for having 15,741 children under his care between 1964-1998. It would be fair to suggest that anywhere between 10% to 1/2, have been subjected to unauthorized classified brain surgical research. (1500-7500 children) With our police and governments permitting and concealing this medical child abuse, and a HSC Patient Advocate informing me of a “on-going problem”. Toronto Sick Kids Hospital…I spent ten years there one summer in their psychiatric ward…when I was 18…kinda of ah, ‘one flew over the cuckoo’s nest sort thing, hahaha… for me it defined the rest of my life.
In those days they stuck electrodes on your head when you misbehaved…sorta a cattle prod for you brain.
It took a long time to break free of that stereotype, it followed everywere…I never stayed in one place long after that…and got completely of the grid.

I have tried very hard to forget those times, psychologists, psychiatrists playing silly mind games. Only allowing you to eat at the big table, or have your clothes when you behaved and took your medication…”you can have your shoes when you come to group and talk about your problems Michael (and we will stare at you through the large wall of see through mirror)
I have had orderlies flying down hallways after me only to pin me to the floor and whack me up with thorazine or some such concoction. Then ya drool and piss yourself for a while. I have lost a lot of my memory from that period of my life. A lot of it is on purpose.
For all I know I could have been one of his patients….I try not to remember much.
I saw healthy energetic kids, young teens who were admitted by parents, screaming at the parents begging parents to let them come home, or young wives usually ethnic admitted by husbands, I saw the heart broken, and disenfranchised, I saw disillusioned and derelicts like myself. All piping off their pychosis, neurosis, but none that were crazy.
I almost sunk my own ship. I had to play a very slick game to get out of there…I almost lost my life.
I knew one young girl who was there because she had a boyfriend and her father did not wish this…her only crime was she was in love.
I cant understand people wanting to take on the stigma of a chemical imbalances…I hear it alot…

My opinion: A definitive path to destruction that unfortunately will deceive many of us. Here is what I believe that I know about these technologies and they are many but I can briefly mention one or two. Electromagnetic Waves (ionizing and non) hertzian and otherwise. Scalar Waves (longitudinal waves) that pass through nearly everything.
So if your aluminum and copper, and other material shielding fail to protect you or minimize the effect of the attack it is because what is being directed at you are not hertzian or transverse wave energy but rather a scalar field. An expert indicated that a singular scalar wave directed at an individual is harmless but two directed waves that meet and surround you somehow becomes a method or conduit to all kinds of options to harm you: from heat attacks to mind confusion and V2K, to almost surgical like procedures to harm your body externally and internally. You can feel and hear the “ice cube melting sound” or the “old school tube TV crackling sound” when it is turned off after being on for a long time at the back of your head.
But I have experienced that is not the only way to insert info into you brain. You are most vulnerable when trying to sleep. That is how they accomplished what I describe as a total brain download of its contents. The experience was tiny black and white dots seeming passing by my vision although my eyes were closed and my lips quiverred at the same time. For my daily events when they wanted to know something they would flip through the days events in my mind like a slide show that I could visualize in my mind as I was awakening and catching them in the act.
Another note is that they prefer to be literally over your head following you room to room from the apartment, hotel room, roof, ceiling at you workplace above. After that comes something called “parallel construction” where if they believe or find something wrong that you’ve done in you life (cradle to present) from your brains contents they interrogate you through V2K so they can back Track , find witnesses, and thereby hide that they downloaded your brain.
It gets stranger. If that want your destruction bad enough and they don’t have a smoking gun they constantly input false occurrences in your brain if it is possible hoping that you will start to emanate a complex regarding the occurrence i.e, start to display via vital signs, guilt results. So if you happened to live in Utah during the Green River Killings they could successfully make you believe that you were an accomplice.
These things that I have described are just a fraction of what these technologies are and a fraction of how they can be deployed. This is manifest evil that no one — I mean no one should ever have to be victimized with no matter what you believe he or she may have done or gotten away with in their life.
