As we know, there are a number of ways to rig an election. Bev Harris, at blackboxvoting.org, is exploring a specific “cheat sheet” that has vast implications for the Trump vs. Hillary contest.
It’s a vote-counting system called GEMS.
I urge you to dive into her multi-part series, Fraction Magic (Part-1 here). Here are key Harris quotes. They’re all shockers:
“Our testing [of GEMS] shows that one vote can be counted 25 times, another only one one-thousandth of a time, effectively converting some votes to zero.”
“This report summarizes the results of our review of the GEMS election management system, which counts approximately 25 percent of all votes in the United States. The results of this study demonstrate that a fractional vote feature is embedded in each GEMS application which can be used to invisibly, yet radically, alter election outcomes by pre-setting desired vote percentages to redistribute votes. This tampering is not visible to election observers, even if they are standing in the room and watching the computer. Use of the decimalized vote feature is unlikely to be detected by auditing or canvass procedures, and can be applied across large jurisdictions in less than 60 seconds.”
“GEMS vote-counting systems are and have been operated under five trade names: Global Election Systems, Diebold Election Systems, Premier Election Systems, Dominion Voting Systems, and Election Systems & Software, in addition to a number of private regional subcontractors. At the time of this writing, this system is used statewide in Alaska, Connecticut, Georgia, Mississippi, New Hampshire, Utah and Vermont, and for counties in Arizona, California, Colorado, Florida, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Missouri, Ohio, Pennsylvania, Tennessee, Texas, Virginia, Washington, Wisconsin and Wyoming. It is also used in Canada.”
“Instead of ‘1’ the vote is allowed to be 1/2, or 1+7/8, or any other value that is not a whole number.”
“Weighting a race [through the use of GEMS] removes the principle of ‘one person-one vote’ to allow some votes to be counted as less than one or more than one. Regardless of what the real votes are, candidates can receive a set percentage of votes. Results can be controlled. For example, Candidate A can be assigned 44% of the votes, Candidate B 51%, and Candidate C the rest.”
“All evidence that [rigged] fractional values ever existed [in the GEMS system] can be removed instantly even from the underlying database using a setting in the GEMS data tables, in which case even instructing GEMS to show the [rigged] decimals will fail to reveal they were used.”
“Source code: Instructions to treat votes as decimal values instead of whole numbers [i.e., rigging] are inserted multiple times in the GEMS source code itself; thus, this feature cannot have been created by accident.”
A contact who, so far, apparently wishes to remain anonymous states the following about the history of the GEMS system:
“The Fractional vote [rigging] portion traces directly to Jeffrey W. Dean, whose wife was primary stockholder of the company that developed GEMS. He ran the company but was prohibited from handling money or checks due to a criminal conviction for computer fraud, for which he spent 4 years in prison. Almost immediately after being released from prison he was granted intimate access to elections data and large government contracts for ballot printing and ballot processing.”
I see no effort on the part of the federal government, state governments, or the mainstream press to investigate the GEMS system or respond to Bev Harris’ extensive analysis.
It’s not as if media outlets are unaware of her. From shesource.org, here is an excerpt from her bio:
“Harris has been referred to as ‘the godmother’ of the election reform movement. (Boston Globe). Vanity Fair magazine credits her with founding the movement to reform electronic voting. Time Magazine calls her book, Black Box Voting, ‘the bible’ of electronic voting… Harris’s investigations have led some to call her the ‘Erin Brockovich of elections.’ (Salon.com)… Harris has supervised five ‘hack demonstrations’ in the field, using real voting machines. These have been covered by the Associated Press, the Washington Post, and in formal reports by the United States General Accounting Office…”
So far, her analysis of GEMS seems to be labeled “too hot to handle.” Press outlets prefer to report the slinging of mud from both Presidential candidates’ camps. Meanwhile, the actual results of the coming elections—including Congressional races—appear to be up for grabs, depending on who controls GEMS.

Countries that are not corrupt and have a functioning political system have in large numbers abandoned voting machines for this reason. Even though in those countries the chances for fraud are small, they don’t want to take any risks.
This means that if a country uses voting machines you should be very careful and not trust the outcome of the elections. In most cases the results will be rigged.

I like your article very much. The only thing that I really want to comment on is your closing sentence. Because if Hillary is allowed to steal this election, then what is the point. I think there is only one way to stop the election rigging in your country.
1- You need paper ballots with a receipt,
2- And the Military to watch the whole operation, or, you could for instance, use veterans who are not working. They would be happy to do it.
We have a law in the US called “Posse Comitatus” which prevents the military from policing domestically.
Posse Comitatus might not be applicable in the case of federal election and the exercise of the Democratic purpose for presidential election under the 12th amendment of the bill of rights.
Domestic policy is very clear of its statutes and their aims, generally it is intended to public harm, public right to gather protest, and for that matter; to vote.
Correct me if I am wrong but are the Marine Corp and the the US Navy not excluded from this Act.
The Navy is excluded because they are sea warfare and per se not land based. The Navy its self has stated that it will not participate in an act of posse comitatus, that also includes the marines. Coast Guard is also excluded.

Paper ballots can be invalidated by a vote counter putting apiece of graphite under a finger nail and then marking the name of the candidate the voter didn’t choose. Low tech but it deals with paper ballotsBill

Québec, I respect your view, but I must also ask that you be respectful of mine. I don’t believe it is going to make an iota of difference as to who becomes president. The current system is beyond redemption and it’s going to take more than a few band-aids to fix it, IMHO. However, if you feel called to vote, then by all means, vote. But please don’t assume that everyone who disagrees with you is wrong. Time will tell the tale.
Been calling for paper ballots and signatures. Electronic voting is a JOKE. Cannot be traced physically so it’s like digital currency. Make it what you like.
I’m curious. What are Floats and Integers suffice?

Floats are numbers with decimals (floating point notation). Integers are whole numbers, excluding all fractions. It’s been a long time since I’ve written computer code but it used to be that you had to assign numbered variables in code as either floating points or integers. Thus, the code in GEMS ought to simply assign the vote count variable as an interger in order to remove the possibility of assigning a fractional value to a vote. Having said that, float or integer, I’m sure the GEMS programmers would find another way of corrupting the vote.
I would love to see vote results that showed less than 10% of the population voted at all. Reports about virtually empty polling stations across the US would be difficult to suppress. This to me would be a serious protest vote that may disrupt the system (wishful thinking perhaps as this would require an informed populace).
Just a programming lesson here folks. As a programmer who has worked with databases, I can tell you that whole numbers are always stored as either LONG or INT. It really makes no sense to “tally” or sum using decimals. No candidate ever receives 455.7 votes. Tallying is in whole numbers. Reporting averages are indeed done in percentages, or using DOUBLE as described.
It is not surprising that the underlying data structures are altered to accommodate doubles at the summary level. The developers are setting up the database to hold fractions. This may be to make reporting easier, such as displaying that “Candidate A received 35.5% of the vote in district 10”. But since this would be for reporting purposes, not tallying purposes, you could make the case for using the fractions.
But there should be a balancing concept here, where your summary tallies are in whole numbers – “Candidate A received 45,677 votes”. This should match the sum of all the individual ballot vote records. In other words a good developer would have both total columns with whole numbers, and any special columns that require percentages to contain the fractions. Again, tallying requires whole numbers, reporting requires percentages.
The data here is rudimentary – the goal is to tally, and that is done in whole. A good database would have summary records in whole numbers where you “eyeball” sums against the totals of the vote counts. Fractions may be permissible only to make reporting easier, but NOT the tallying. Tallying is always, always always done in whole numbers.
Conclusion – someone left some wriggle room, or did not know what they were doing. Yes, there are abundance of idiot developers out there. In this case, with so much at stake, you would hope that a company selling these machines would ensure that tampering and or gross errors could not introduced in such a fundamental way.
Can confirm from a programmer perspective, this is essentially going out of one’s way to make fractional votes possible. The decimal totaled percentages wouldn’t even necessarily need to be stored except if it was records being placed into a summary table for quick display. The individual records of votes definitely should be dealing in whole number (integers). According to the article, there were comments in the source code related to this “feature” of allowing votes to count as different fractional amounts. This sounds like essentially a pretty full featured election fraud software package, but obviously this shouldn’t be used in an actual election.

It takes money to organize people and even if a group demonstrates and protests against the rigged voting system. If the MSM chooses to ignore it, then the demonstration is like a tree falling in a forest. You don’t change the system, the system most often changes you, marginalizes you, or just ignores you.

It sounds like which party controls the voting machines, controls the outcome of the elections. Do county clerks and state secretaries of state control who counts the votes from the voting machines? Secretaries of state and county clerks are elective offices.
All votes should be made on a machine where a pin is pressed through a paper ballot and connects with a backing that electronically records the vote and sends a signal to the voter that the vote made contact and is recorded. Thus an electronic record and a physical record with no “hanging chads”.
What has been written here may very well be correct. But has anyone considered that absentee ballots do not have the same scrutiny as the polls? These ballots go to a mail room and thus can be discarded and/or replaced. Now you know why absentee balloting has been expanded and encouraged.
Even before voting machines were in vogue , Lyndon Johnston had votes from a county of pretty much totally Hispanics with 100 % voter turnout and who voted alphabetically for him- then there’s the Chicago vote for Kennedy in which the Forest Lawn constituency voted 100% for him. “Its not who votes and how they vote- it’s who counts the votes”-Uncle Joe Stalin- unfortunately the Dems have this methodology down to an art form.

So the democrats who were for Bernie Sanders r going to vote for Hillary? Why? Because you’re told to. I don’t understand how we as a nation put up with what’s been happening in Washington & in this country! If you want to be heard then speak out! You need to pay attention to what’s going on & not be ignorant about it by just letting the next guy speak up. We all need to speak up & demand a government that is truthful!!

I voted for Bernie. I will be voting for Hillary — not because anyone told me to. Jill Stein is an antivaxer nut with less than zero chance of winning. Trump is a loose cannon and dangerous. World leaders are afraid of him. His policies make no sense. That leaves Hillary who isn’t perfect but is closer to my leanings than anyone else.
The real rigging of the vote is the use of the defective “vote for only one” Plurality Voting System in most states. If more than two candidates run, it unfairly favors the candidate most different from the others.
We need the totally fair Independent Voting System. In this system, you vote on each candidate separately.
YES. They are rigged. There are many systems that could make voting a nearly fraud-proof process but all the technology and processes that could be in place to keep the vote fair are routinely ignored. Also they hold voting during work hours so a lot of hard working tax payers who play by the rules have to have our votes watered down by those who just “take advantage” of the system
Perhaps if people would rally around a plan such as that summarized at http://thecnc.org/Documents/RestoringGovernment.htm and unite in support of a bill such as that at http://thecnc.org/Documents/BallotBoxIntegrityBill.htm the reliability of the vote could be enhanced. But as POGO said: we have met the enemy and he is us.
